​Cool-Safe is New Zealand’s accredited product stewardship scheme for the collection and destruction of synthetic refrigerants—some of the most potent greenhouse gases on the planet. As the organisation transitions from a voluntary to a regulated scheme, we are searching for a Programme Manager to drive a major regulatory and digital transformation. About Cool-Safe

Synthetic refrigerants can be up to 10,000 times more harmful than CO₂ in terms of global warming potential. Governed by the Trust for the Destruction of Synthetic Refrigerants, Cool-Safe is leading New Zealand’s national strategy to recover and destroy these gases. With strong backing from the Ministry for the Environment, Cool-Safe is at a pivotal point in its growth and impact.

The Role

The Programme Manager will play a central role in delivering this nationwide transition. You’ll oversee the implementation of a new integrated ICT platform, coordinate across multiple workstreams, and ensure readiness for regulatory compliance. Reporting to the CEO and working closely with the General Manager of Operations, the role blends strategic leadership, programme governance, technical delivery, and stakeholder engagement. You’ll be supported by a dedicated team passionate about sustainability and systemic change.

Key Responsibilities

  • Lead the planning, coordination, and delivery of the full programme, including timelines, milestones, risk management, and resource allocation.

  • Oversee progress across major workstreams:

    • Participant registration and compliance systems

    • ICT platform procurement and implementation

    • Communications and industry onboarding

    • Governance, reporting, and scheme design

  • Establish robust programme governance, documentation, and reporting.

  • Champion business change, embedding effective change management practices across all initiatives.

  • Act as the central hub across programme areas: ICT (60%), MarComms (30%), Compliance (10%).

About You

  • Proven experience as a Programme Manager or Senior Project Manager delivering complex, multi-stream programmes, particularly involving ICT and regulatory environments.

  • Skilled in setting up and maintaining project tools, frameworks, and reporting systems.

  • Able to lead through ambiguity, build strong relationships, and influence a diverse range of stakeholders.

  • Commercially astute with solid financial and change management experience.

  • Practical, grounded, and action-oriented with a strong sense of purpose.
