Programme Director - Water Services CCO Establishment

About the role Shape the future of water service delivery in one of New Zealand’s most dynamic districts.

Queenstown Lakes District Council (QLDC) is establishing a new Water Services Council-Controlled Organisation (WSCCO) to deliver sustainable, high-quality water services for the future.

We’re seeking an experienced Programme Director to lead the end-to-end establishment of this new entity — a once-in-a-generation opportunity to make a lasting impact on the region’s infrastructure and communities.

Reporting to the Executive Sponsor, you’ll lead the programme that transitions QLDC’s water operations into the new WSCCO by July 2027. You’ll oversee planning, governance, and delivery across eight key workstreams — from governance and incorporation through to people, finance, digital, and customer design — ensuring the organisation is ready for “Day 1” operations.
 

Key responsibilities
  • Lead and integrate multiple programme workstreams to deliver to time, cost, and quality.
  • Translate QLDC’s Water Services Delivery Plan into a fully scoped and governed programme.
  • Build and lead a capable project team and oversee procurement of specialist resources.
  • Manage risk, quality assurance, and performance reporting.
  • Partner with the Executive Sponsor and Council stakeholders to support robust governance and decision-making.
  • Engage with iwi, regulators, suppliers, and the community to ensure successful transition and continuity of service.
About you
  • 10+ years’ experience leading large, multi-workstream public-sector or utility transformation programmes.
  • Strong grasp of governance, risk, and stakeholder management — ideally including CCO or entity-stand-up experience.
  • Understanding of water-sector regulation, local-government frameworks, and DIA expectations.
  • Proven ability to unite diverse stakeholders and lead complex change with calmness and optimism.
  • Excellent communication and influencing skills with senior leaders, elected members, and community partners.
You’ll be strategic, collaborative, and delivery-driven — comfortable leading through complexity and motivated by creating tangible public value.
